Setty is developing a Master Plan Report for the installation of a BACnet Central Control and Monitoring System (CCMS) for Phase I, which encompasses heating, ventilating and air conditioning systems in the main administration building, as well as 18 research laboratory buildings on campus. 

Phase II covers the design of the DDC Control System for Building 220, and its connection to the master control system.

Scope of services included:

  • Review of existing building plans and control diagrams for the entire building controls, and as-built drawings.
  • Preparation of construction drawings and specifications for a complete conversion of existing pneumatic controls to DDC controller for all HVAC equipment. This includes AHUs, after-coils, exhaust input/output, boilers, and pumps.
  • Cost estimates to replace existing controls and install new DDC BACnet based building automation system.

Setty provided engineering and commissioning services to conduct retro-commissioning planning, scoping, testing, investigation, evaluation, analysis, calculations and modeling, recommendations, and report writing services for this courthouse. The scope of work was focused on building systems affecting energy use, including shell infiltration and heat loss. The mechanical building systems included: central plant, chillers, cooling towers, air conditioning units, boilers, primary and secondary pumping systems, air handling units, terminal or variable air volume (VAV) boxes, motors, steam traps, dampers, pumps, air ducts, lighting, and building automation / control systems including system programming / sequence of operations, drives, sensors, and lighting controls.

Setty provided Enhanced and Retro-Commissioning services. with a focus on energy conservation, operational efficiency of systems, individual component and enterprise system level analysis, integration and interoperability of systems, Life Cycle and technology analysis, and Energy Modeling. Functional Performance Testing (FPT) procedures were tailored to capture the most valuable information, and the resulting reports based upon ASHRAE Level II Audit for energy and water conservation measures.

Based on the information gathered, Energy Conservation Measurement recommendations were developed, including:

  • Re-Commission enthalpy control within BAC system.
  • Commission design review of basement AHU.
  • Repair and/or replacement of existing Outside Air, Exhaust Air, and Return Air automatic dampers.
  • Repair and/or replace all Chilled and Hot Water modulation and isolation valves.
  • Re-Commissioning of outside Air Economizer Mode within control strategy.
  • Calibration of field instrumentation.
  • Calibration of control logic for all Variable Frequency Drives (VFDs) and control loops.
  • Creation of a controlled phase-out program for obsolete and unsupported legacy controls infrastructure.
  • Repair of steam basin heater control valves.

Setty provided MEP and integrated controls design services to prepare drawings, specifications and Construction Administration services for the Department of State. Their Bureau of Overseas Building Operation (OBO) leases building space in foreign countries, which includes this 19 story building with two levels of parking garage. The U.S. Embassy in Jakarta will occupy several floors, which includes Compound Access Controls, guard booths, motorized gates and barriers, security systems and other security related infrastructures.

Scope of services included:

  • Review of the local code requirements and how it impacts the project.
  • Review of the availability of local materials, and whether or not it meets the U.S. standards.
  • Design of new digital addressable fire alarm system.
  • Incorporation of new independent Building Automation System (BAS) with Johnson Controls for communication to the existing building systems.
  • Design of control systems with communication gateway to existing system.
  • Integration of Fire Alarm System to the existing BAS and Schneider Electric Systems.

Setty performed a thorough architectural condition assessment, MEP assessment, and code review of the 17,120 gsf library. We conducted a Facility Condition Assessment (FCA) on the building systems, including roofing, piping, HVAC, electrical, fire protection, architectural and structural systems. All systems were monitored, and ADA compliance was addressed in a report. The code violations, building recommendations and upgrade costs were submitted to DC Public Libraries, and the costs were run through life-cycle costing. The results concluded that the library was best served by being demolished and a new library built to modern standards.


Setty's work contined on to the new building design, and as part of teh A/E team, performed design and related services, including drawings and specifications for new construction of The Washington Highland Library. This brand new 23,168 sf library is a showcase of integrated design and advanced thermal comfort systems, anticipated to receive a LEED Silver rating, and boasts the latest technologically advanced heating and cooling systems and variable refrigerant flow. Additional LEED strategies incorporated include daylight harvesting, high-performance glazing, envelope light fins/shelves, green roofs, T-5 lighting, advanced-lighting controls, high-efficiency heat pumps, demand-control ventilation, heat-recovery wheels, dedicated outside air system that modulates based on occupancy, and sustainable materials.

Scope of services included:

  • Support program analysis for HVAC zones, normal and off-hour zones.
  • Considerations for ground source heat pump.
  • Code compliant plumbing systems.
  • Fire protection (wet pipe sprinkler system, smoke detection, interfaced to BAS).
  • Energy-efficient electrical power and lighting system design.
  • Energy-efficient mechanical (HVAC) design enabling zone isolation (Non-Use Shut-Down).

Setty collaborated on this WTW Architects project to provide independent Enhanced Commissioning Agent Services for this new dynamic state-of-the-art Student Center. The 85,000 gsf / 56,670 nasf project included food service areas, a bookstore, space for student organizations, student affairs and administrative offices, recreation space, and multipurpose rooms. The project also included related site and utility improvements, storm water management, pedestrian circulation, landscaping, and services access.

Setty provided Mechanical and Plumbing design for the new construction of this 26 story mixed-use building, consisting of retail, restaurant, office, apartment, clubhouse, and garage space.

Designed to achieve LEED certified, Water Source Heat Pump (WSHP) were used to condition the buildings, with cooling towers utilized to reject heat from the building. A combination of intermittent exhaust, recirculation, and continuous exhaust fans located on each level, ventilates the garage.
