Setty provided commissioning services for this new 410,000 sf federal courthouse, located adjacent to the existing Frank E. Moss Courthouse building in Salt Lake City.

Scope of services included:

  • Total Building Commissioning services, involving both Design & Construction stages, to deliver all program goals.
  • Leadership of the project commissioning team, coordinating with other specialty testing/commissioning contributors.
  • Provide enhanced commissioning services required by LEED-NC (Silver) for certification.
  • Review of Design Documents to manage program goals, commissioned ability, testing of the test-balance feasibility, and constructability issues.
  • Review of Owner's Project Requirements and Basis of Design documentation for clarity and completeness.
  • Assist and review the development after each design review submission, and update the Owner's Project Requirements Documentation and the Basis of Design, as performed by the design team members.
  • Preparation of Commissioning Plan to help coordinate delivery team members, as well as preparation of Commissioning Report to document and certify programmed performance.
  • Oversight of Building Information Model (BIM) services by Construction Manager.
  • Coordination of LEED certification, a defined annual energy performance goal, courtroom lighting, accessibility, and functionality of all MEP Infrastructure Systems.
  • Utilization of the existing BAS airflow measuring stations to ensure proper air turnover rates and ventilation levels to address Indoor Air Quality. Trended the OA metrics to provide empirical reports.

Setty performed total building commissioning of HVAC, Electrical, Plumbing, Fire Protection, building enclosure, and related building systems for the new courthouse. Commissioning was incorporated from early concept design to the post-construction phase of the project, to ensure delivery of a high performing building.

The 146,742 gsf courthouse was designed to include courtrooms, judicial chambers, the U.S. Marshals Service (USMS) holding cell areas, administrative areas for the U.S. District Courts, the U.S. Magistrate Court, Probation Court, the U.S. Attorney’s Office, and the General Services Administration (GSA).

Scope of services included:

  • Total Building Commissioning Services: Design, Construction, and Post-Occupancy Stages.
  • Review of design and Commissioning services required by LEED v3 2009 and the ARRA minimum energy requirements, to meet LEED Gold Certification.
  • Incorporation of sustainable state-of-the-art systems, such as photovoltaic and high efficiency lighting controls.
  • Preparation of a commissioning plan to help coordinate delivery team members, commissioning reports to document, and certify programmed performance.
  • Assisted GSA with oversight of Building Information Model (BIM) services by the Construction Manager.
  • Utilized the existing BAS airflow measuring stations to ensure proper air turnover rates and ventilation levels for improved indoor air quality. Trended the OA metrics to provide empirical reports.
  • Provided 8-10 month on site evaluations and feedback to owner, prior to expiration of the 12 month warranties.

Setty provided commissioning services for this New U.S. courthouse construction project. The project included demolition of the existing structure, to be replaced with a seven-story building with 211,700 gsf of space, including 65 inside parking spaces. The courthouse provides space for one Special Proceedings Courtroom, four District Courtrooms, three Magistrate Courtrooms, six District Judge Chambers, three Magistrate Judge Chambers, the U.S. Marshals, Clerk, Probation, Pretrial Services and trial preparation space for the U.S. Attorney and Public Defender.

Scope of services includes:

  • Commissioning of Design Phase and Construction Phase.
  • Review of Contract Documents to Facilitate Project Certification Goals.
  • Effective commissioning (Sufficient Accessibility, Test Ports, Monitoring Points, etc.).
  • Verified Bid Documents Adequately Specified Building Commissioning.
  • Commissioning of HVAC, Lighting, Fire Control, Emergency Power, and Security Control System.
  • LEED Commissioning.
  • Utilization of the existing BAS airflow measuring stations to ensure proper air turnover rates and ventilation levels to address Indoor Air Quality. Trended the OA metrics to provide empirical reports.

Setty collaborated on this WTW Architects project to provide independent Enhanced Commissioning Agent Services for this new dynamic state-of-the-art Student Center. The 85,000 gsf / 56,670 nasf project included food service areas, a bookstore, space for student organizations, student affairs and administrative offices, recreation space, and multipurpose rooms. The project also included related site and utility improvements, storm water management, pedestrian circulation, landscaping, and services access.

Setty was selected by Loudoun County Public Schools to provide commissioning services for the 280,000 sf High School.

Scope of services included:

  • Preparation of a Commissioning Plan & specifications.
  • Incorporation of the commissioning requirements into construction.
  • Integration of the design Intent, sequences of operation, testing, adjusting, and balancing procedures and pre-functional and functional checklists for each building system.
  • Development of Specific Functional Performance Test Procedures.
  • Completion of a Detailed Commissioning Report to satisfy the LEED requirements for the Fundamental Building Systems Commissioning prerequisite.
  • Review of Testing, Adjusting and Balancing (TAB) Execution Plan.
  • Analyzation of Functional Performance Trend Logs and monitoring data to verify performance.
  • Review and approval of the preparation of the O&M Manuals.
  • Preparation of a Final Commissioning Report to confirm that all of the CA contract requirements have been satisfied.

Setty performed an Enhanced Commissioning Study of the building envelope, lighting, heating, ventilation, and air conditioning system, for the 30,000 sf LEED Gold library, which includes a conference room and offices, as well.

The mechanical system is under floor distribution, with heating provided by electric under floor fan powered boxes. The fan powered boxes are re-heating air from two constant volume air handlers. Those units have electric heat, and feature a direct expansion cooling coil (DX cooling) and 55-ton condenser unit.

Scope of services included:

  • Thermographic analysis of the building
  • review of building documents
  • implementation of operating schedules, optimizing air delivery systems, setting up temperature air side temperatures operations, optimizing indoor air quality, and verification of the controls systems functions.
  • Commissioning of acoustics suggested “white” background noise to minimize exterior noise of urban environment.
  • Energy modeling, utilizing e-QUEST
  • Detailed DOE2.2 model was developed to verify suggested cost saving strategies for the building.

Our client plans to house additional computing systems within the facility in the very near future. This next generation computing system will include an architecture related to Blade technologies, which have a higher power requirement and a commensurate heat load. These additional computing systems support critical mission objectives for their respective organizations and therefore require a highly reliable computer facility.

It is a Four Tier Project

  • Electrical Upgrade
  • UPS Upgrade
  • Chiller Plan Upgrade
  • Data Center Upgrade

The objective of Commissioning Agent (CxA) and Integration Agent (IntxA) is to provide documented confirmation that the facility fulfills the functional and performance requirements of our client, occupants and operators. To reach this goal, it is necessary for the commissioning and integration process to establish and document Owner's Project Requirements, which are criteria for system function, performance, and concurrent maintainability (design intent); and to also verify and document compliance with these criteria throughout construction, start-up, and the initial period of operation. In addition, complete operation and maintenance (O&M) manuals, Commissioning and Integration Reports, as well as training on system operation, shall be provided to the building operators to ensure the building and space continues to operate as intended.

Scope of Work Included:

  • Commissioning of Electrical, Mechanical, Critical Infrastructure, Data Center, and Emergency Power Systems
  • Master Controls Integration Authority
  • Construction Manager
  • Setty used a team of skilled engineers and project managers to act as a qualified and independent Commissioning Authority and Engineering Technical Expert representing the Owner directly.  Setty independently reviewed the Design Intent and progress and ensure that it emulated the directives of the Owners Project Requirements (OPR).  Understanding the constructability requirements and then pre-planning for them were critical to success.  Coordination of Trades, Controls, Phasing and Schedules must be fully vetted and understood early on.  The Owner depended on Setty to accomplish this in an inquisitive and non-confrontation manner, which helped the Construction Team ensure efficiency and success.
  • By asking difficult questions and then becoming part of the brain trust working through and providing the best possible solution to challenges, Setty was able to represent the Owners best interest while at the same time providing real and tangible value to the Design and Construction Teams along the way.  Setty's commissioning process identified scope gaps and potentially dangerous assumptions regarding equipment operation and reaction mechanisms which after identified could be remedied while time and scheduling flexibility were still to the Owner and Construction Teams advantage.  The Scope Gaps were identified during early phases and the EOR and Construction Teams were able to provide solutions with minimum pain.

As part of the UOVO 41-54 22nd Street Art Storage Facility Project, Setty was contracted to provide partial Mechanical Systems Commissioning services to Art Deluxe for this climate controlled building in, Queens, NY. The purpose of the commissioning was to ensure the smooth progression of the construction project, and the proper completion and testing of the mechanical systems.

The facility is an art storage space for private individuals and institutions, such as museums. This type of storage requires a conditioning and control strategy with a high degree of precision and redundancy in order to prevent temperature or humidity swings that could result in damage to the art. The facility is six stories, and Setty is responsible for commissioning the controls system, rooftop outdoor air system, and a sample of the heating and cooling equipment in the spaces. Mechanical equipment includes gas and electric humidity generators, direct expansion cooling, and gas and electric heating.

Setty is providing commissioning services for the mechanical systems and controls, including helping to design robust sequences of operations, and to train facilities personnel to conduct functional performance testing on future projects with similar equipment. The commissioning project will provide UOVO with turned-over systems that are high performing and reliable, maximizing their value and sharing the expertise to bring future projects to completion just as successfully.
