Setty performed an Enhanced Commissioning Study of the building envelope, lighting, heating, ventilation, and air conditioning system, for the 30,000 sf LEED Gold library, which includes a conference room and offices, as well.

The mechanical system is under floor distribution, with heating provided by electric under floor fan powered boxes. The fan powered boxes are re-heating air from two constant volume air handlers. Those units have electric heat, and feature a direct expansion cooling coil (DX cooling) and 55-ton condenser unit.

Scope of services included:

  • thermographic analysis of the building
  • review of building documents
  • implementation of operating schedules, optimizing air delivery systems, setting up temperature air side temperatures operations, optimizing indoor air quality, and verification of the controls systems functions.
  • Commissioning of acoustics suggested “white” background noise to minimize exterior noise of urban environment.
  • Energy modeling, utilizing e-QUEST
  • Detailed DOE2.2 model was developed to verify suggested cost saving strategies for the building.

Setty provided Commissioning and Construction Management Services to ensure all systems are well designed, complete and functioning properly in the sustainable renovation of the new 34,125 sf workplace for Federal Acquisition Service (FAS). The multi-floor phased project achieved a LEED Gold certification.

We also provided construction and project management, from design to construction, including construction planning, coordination of trades, design reviews, quality control, estimating, shop drawings, completion and submission of as-builts, and scheduling services.

Setty provided the first geothermal system for a DC housing development, designing the new M/E/P systems for seven modules. Extending our support, we also provided LEED Gold certification administration and fundamental and enhanced commissioning services, as well. The affordable housing project boasts energy savings of 25%, which will be shared with the residents (a first in the nation).

The MEP systems are based around geothermal wells for each of the seven buildings (117 total units). Some of the LEED strategies incorporated are high-performance heat pumps, geothermal well field, green roofs, occupancy sensors, demand-control bathroom ventilation, recycled materials, a super heater for the domestic hot water, and high-efficiency lighting well below code.

Setty completed the construction drawings for this five-story Department of Employment Services (DOES) Building The 229,000 sf office and retail project earned a LEED silver certification. The design called for a contemporary façade that curves with the street, underground parking, abundant natural lighting, bicycle storage, electric vehicle charging stations, and numerous other environmentally responsible elements.

* As part of the DC Government Centers' initiative that places a new civic building in blighted areas in need of economic development, the DOES project accommodates approximately 500 agency personnel.

Scope of services included:

  • Design of HVAC, Electrical, Plumbing and Fire Protection systems.
  • Review of O&M manuals, participation and assistance with operations training.
  • Incorporation of airside and waterside economizers.
  • Lighting controls with daylight harvesting.
  • CO2 sensors to modulate outside air quantities.
  • Construction management and project management consistent with PME standards.
  • 26,000 sf Green Roof.
  • Combination wet/dry/standpipe automatic sprinkler system with fire pump.
  • Standby emergency generator for life safety systems.

Setty provided MEP/FP design services for this now LEED Gold certified 320,000 gsf building, the first newly constructed high school in DC in almost 40 years. 
The challenge was to not only comply with all requirements of the local constituency, but also establish the benchmark for all future DC schools by surpassing the goals of the local energy code, ASHRAE, and LEED. Despite its challenges, the project was completed on time and under budget, which is an incredible testament to the entire design and construction team given the project’s sheer size and lofty performance goals.

Pool dehumidification units were used to condition the large open natatorium space, with residual heat hydronically transferred over to the pool water via a heat exchanger. An airside economizer cycle was also utilized to condition the space when ambient conditions were optimal, to reduce the mechanical refrigeration requirements for the space. High-efficiency chillers and condensing hot water boilers were used to further improve the energy savings. All dedicated outside air units were also specified with integrated energy recovery wheels, and an automated building automation system (BAS) was installed to serve all of the equipment. 

Architectural floating acoustic clouds for sound baffling were suspended in the state-of-the-art auditorium, requiring resizing of all ductwork in order to fit and route it through the webbings of the truss system. All ductwork and major piping was modeled and checked for clash detection before any installation in the field, which allowed for a smoother construction process.

Scope of work included: 

  • Gymnasium, 1,200 seat state-of-the-art auditorium, indoor pool, wrestling room, fitness center and three level classroom towers.
  • New field house including stadium lighting.
  • Green roof and rainwater harvesting system for water closets and irrigation.
  • Telecom pathway (Enclosure, Conduit, Power and A/C).
  • Building Automation System (Energy, Fire and Security).
  • BIM Integrated 3D Design – Revit MEP 2009.


Stoddert Elementary School

Setty provided MEP and Geothermal Design for this modernization project, awarded LEED Gold certification. Due to the historic significance of the existing building, Stoddert was slated for modernization and an addition, doubling its size on the 6.5 acre site.

Scope of services included:

  • Preparation of a feasibility study and concept design.
  • Schematic MEP design with BIM integration.
  • Geothermal design for a 150 ton geothermal system.
  • Preparation of complete detailed and coordinated Construction Documents.
  • Construction Administration and Construction Management services.
  • LEED workshops with design team, and DC Public Schools (DCPS) and OPEFM representatives to identify sustainable design strategies to be included in revised design.

Setty performed total building commissioning of HVAC, Electrical, Plumbing, Fire Protection, building enclosure, and related building systems for the new courthouse. Commissioning was incorporated from early concept design to the post-construction phase of the project, to ensure delivery of a high performing building.

The 146,742 gsf courthouse was designed to include courtrooms, judicial chambers, the U.S. Marshals Service (USMS) holding cell areas, administrative areas for the U.S. District Courts, the U.S. Magistrate Court, Probation Court, the U.S. Attorney’s Office, and the General Services Administration (GSA).

Scope of services included:

  • Total Building Commissioning Services: Design, Construction, and Post-Occupancy Stages.
  • Review of design and Commissioning services required by LEED v3 2009 and the ARRA minimum energy requirements, to meet LEED Gold Certification.
  • Incorporation of sustainable state-of-the-art systems, such as photovoltaic and high efficiency lighting controls.
  • Preparation of a commissioning plan to help coordinate delivery team members, commissioning reports to document, and certify programmed performance.
  • Assisted GSA with oversight of Building Information Model (BIM) services by the Construction Manager.
  • Utilized the existing BAS airflow measuring stations to ensure proper air turnover rates and ventilation levels for improved indoor air quality. Trended the OA metrics to provide empirical reports.
  • Provided 8-10 month on site evaluations and feedback to owner, prior to expiration of the 12 month warranties.

Setty, as part of the architect's team, provided MEP design for this 26,372 sf library, including drawings and specifications for new construction of the LEED Gold, high-performance, state-of-the-art structure.

Scope of services include:

  • Program analysis of HVAC zones
  • Ground Source Heat Pump alternatives.
  • Code compliant plumbing systems
  • Fire Protection (wet pipe sprinkler system, smoke detection, interfaced to BAS).
  • Energy-efficient electrical power and lighting system design.
  • Energy-efficient HVAC design, incorporating zone isolation (Non-Use Shut-Down).
