Setty provided engineering analysis of the detention center’s HVAC systems and developed recommendations based on building code requirements, good industry practice, and established engineering design parameters. We also provided recommendations for AHUs, total heat recovery systems, and maximum efficiency HVAC performance.

Setty was then contracted to provide MEP design services.

Scope of services included:

  • Development of base building drawings
  • Code analysis and calculations
  • General zone heating and cooling calculations to verify equipment sizing
  • Specification of air testing, adjusting, and balancing
  • Electrical design
  • Ductwork modifications
  • Control system points and programming for the new equipment.
  • New automatic temperature and relative humidity controls for HRWs and AHUs. Programs and logic required for the sequences of Controllers and associated programs operate completely independently, and also are connected to and interoperates with the existing building automation system (BAS) using BACnet protocol or an open-source non-proprietary DDC protocol appropriate for the existing systems.
  • Replace Heat Recovery Wheels (HRW) with air bypasses. Provide new HRW control concepts to save energy and give improved air temperature and relative humidity control.
  • Provide MERV eight pre-filters and MERV 13 final filters at the intakes to HRWs and between mixed air plenum and coils of AHUs.
  • Include differential pressure sensors across all heat recovery wheel and both air filter sets are recommended for scheduling service and monitoring for correct air flow operation.
  • Provide 16 additional space temperature sensors for information collection. Currently, the BAS does not provide for tracking space temperatures conditions.
  • Install three new AHUs serving the Fourth Floor East and Fourth Floor Mezzanine areas from the Penthouse Mechanical Room.

Setty provided commissioning services for this New U.S. courthouse construction project. The project included demolition of the existing structure, to be replaced with a seven-story building with 211,700 gsf of space, including 65 inside parking spaces. The courthouse provides space for one Special Proceedings Courtroom, four District Courtrooms, three Magistrate Courtrooms, six District Judge Chambers, three Magistrate Judge Chambers, the U.S. Marshals, Clerk, Probation, Pretrial Services and trial preparation space for the U.S. Attorney and Public Defender.

Scope of services includes:

  • Commissioning of Design Phase and Construction Phase.
  • Review of Contract Documents to Facilitate Project Certification Goals.
  • Effective commissioning (Sufficient Accessibility, Test Ports, Monitoring Points, etc.).
  • Verified Bid Documents Adequately Specified Building Commissioning.
  • Commissioning of HVAC, Lighting, Fire Control, Emergency Power, and Security Control System.
  • LEED Commissioning.
  • Utilization of the existing BAS airflow measuring stations to ensure proper air turnover rates and ventilation levels to address Indoor Air Quality. Trended the OA metrics to provide empirical reports.

Setty provided Physical Needs Assessment for 14 Buildings:

  • A Comprehensive Project Survey Report was prepared for Oak Hill Youth Center, in Laurel MD, for the District of Columbia Government, Youth Services Administration. In preparing this comprehensive report, an inspection of all the buildings within the boundaries of the Oak Hill Youth Center was conducted by the Setty Team.

At the request of Fairfax County Facilities Maintenance Department, Setty has conducted a limited structural investigation, review and assessment of the condition of the Fairfax County “Old Jail” building, a historic building of approximately 5,800 square feet presently occupied by the Sheriff’s office.

Assessment of the Old Jail building found the building structurally sound without any apparent damage.  The building is safe for continuing occupancy with normal maintenance of the exterior envelope and supporting building systems.  The investigation revealed some existing defects which are recommended for specific repair and cannot be addressed by maintenance alone.  Damage to exterior brick corbelling exacerbated by movement due to the August 23, 2011 earthquake and moisture damage at the roof’s original wood ridge beam were two of the critical findings of this assessment.  These deficiencies are identified, prioritized and have been estimated based on suggested conceptual design fixes illustrated in the report drawings.
